Student teachers and field experience students are responsible for having background checks completed prior to going into the schools to work with children/students.  Reports are required from both the Bureau of Criminal Identification and Investigation (BCI) as well as the Federal Bureau of Investigation (FBI).  The results must be sent to the OWU Education Department.  Student teachers must have their results sent to the Ohio Department of Education as well.

Important things you need to know:

  • Plan Ahead:  Background report processing may take from three days to over a month for results to be returned.
  • Reports have to be in the Education Department Office prior to the start of your school placement.
  • Schools require background checks (BCI and FBI) for all students working in field experience and student teaching placements.
  • Ohio BCI reports are preferred by the public schools you will be working in.
  • The State Department of Education will not issue a teaching license until they receive your background check results.
  • The Ohio Department of Education Web site has a page where you can check the status of your background check and your teaching license.
  • When completing the application for a background check, in the section labeled "reason for fingerprinting" use code 3319.291 Certification.  OR  If working, volunteering, or doing a field placement in the Early Childhood Center, use code 5104.013.

For your convenience, the Education Department schedules Biometric Identification Management to come on campus at the beginning of each semester to process both BCI and FBI background checks.  If you are unable to complete your background check with Biometric Identification Management when they are on campus, it is your responsibility to contact an agency to have your background check processed.

If you use an agency off campus, be sure to contact them to ask:

    • if an appointment is needed
    • if the person who processes background checks will be there the day you plan to go
    • what type of payment they accept and the price
    • what type of ID they accept
    • if they process both BCI and FBI checks

You have a right to obtain a copy of your BCI/FBI background report and to challenge the accuracy and completeness of any information contained in any such report, and to obtain a determination as to the validity of such challenge before a final determination regarding the person is made by the qualified entity reviewing the criminal history information.  (Information on these rights may be obtained by contacting BCI, Identification Division, P.O. Box 365 London, OH 43140, or by contacting the FBI, regarding federal/national records, at FBI, Criminal Justice Information Services Division, Attn: SCU, MOD D-2, 1000 Custer Hollow Road, Clarksburg, WV 26306, (304) 625-3878. A qualified entity that is required by law to apply screening criteria, notwithstanding any right to contest or request an exemption from disqualification, shall apply such screening criteria to the state and national criminal history record information received from either the FBI or BCI.)
